The covenant of works was broken by sin and was therefore unable to give life. But God was pleased to give forth the promise of Christ, the seed of the woman, as the means of calling the elect and producing faith and repentance in them.1 In this promise, the substance of the gospel was revealed and became effectual for the conversion and salvation of sinners.2
This promise of Christ and salvation by h3im are revealed only by the Word of God. The works of creation or providence with the light of nature alone do not reveal Christ or his grace, even in a general or obscure way.4 Even less are men, who are destitute of the revelation of him by the promise or gospel, enabled as a result to attain saving faith or repentance.5
The revelation of the gospel to sinners has been made at various times and to varying degrees with the addition of promises and commandments for the obedience required in it. The particulars of this revelation and the nations and persons to whom it is granted are by the sovereign will and good pleasure of God alone.6 This revelation does not come to a nation because it demonstrates some improvement of men’s natural abilities or a common light received without the gospel. None have ever done this nor can do so.7 Therefore, in every age, the preaching of the gospel has been granted to persons and nations, to a greater or lesser extent, with great variety, according to the counsel of the will of God.
The gospel is the only outward means of revealing Christ and saving grace and is, as such, abundantly sufficient for it. However, men who are dead in trespasses may be born again, quickened or regenerated, only if there is an effectual, irresistible work of the Holy Spirit upon the whole soul, producing in them a new spiritual life.8 Without this, no other means will effect their conversion to God.9
